Why is my nose always plugged up?
Although I don't have a cold, and I always cleanse it, but the discomfort resides. It causes short breath.

Sounds like terminal sinus problems.
Surgery to enlarge the cavities is no good because it does not overcome the problem of overactive mucus glands.
Nasal sprays can actually damage your sinuses and like antibiotics they only give you short term relief and don't overcome the problem of overactive mucus glands.
If you switch from mucus generating dairy products and red meat to soy milk and white meat that should help.
Also taking extra Vitamin C will boost your immune system and you will have fewer sinus attacks, flu and colds, etc and they will be less severe.
