Why can't smoke shelters have three walls to the floor and a roof?!

Question:

Why can't smoke shelters have three walls to the floor and a roof?

I don't understand why an outside smoke shelter can't be enclosed? Obviously everyone in there is smoking anyway and if a non smoker is in there it is their choice. But I think the fact that it is a SMOKING SHELTER would make it obvious that it may be a bit smokey??????????

Whats next banning people smoking in their own homes????????????????? STUPID SMOKING BAN

Answers:

The public smoking ban has been effective here since January 1st, I too had reservations about it, but.................... I have to say Its not as bad as it sounds and you will soon get use to it.

It has also open new doors in the form of outside flirting ;-)

As for the smoking shelter, i believe the rules state that smoking shelters must have at least 75% of the walls Open.
