What type of doctor can diagnose and treat a problem with the SCM?
I have had an ongoing issue with my right neck/shoulder/upperback which appears to have to do with the SCM which is always triggered. I have been to a Sports Injuries specialist, Chiropractor, Massage Therapist, Physical Therapist, and no one seems to be able to do anything. There has to be some doctor out there who can identify what is going on. Does anyone have any suggestions of which type of doctor I could try?

Obviously from reading the bio, you've not have good therapists, whether PT or MT. The sternocleido mastoid attaches to the sternum (breastbone), clavicle (collarbone) and the mastoid process of the base of the skull.
There's a possibility that you have a rotated clavicle depending on your original mechanism of injury.
Try a Physiatrist (physical medicine doctor) and find a PT who specializes in Manual Medicine not just an count while you exercise PT.
