Can some one explain to me “why vaccines developed to combat influenza are only partially effective and why the search for treatments to cure influenza has been far less successful than the development of drugs to cure bacterial infection.

Each year, when the flu vaccine is made available, it contains weakened strains of the most commonly expected versions of the flu for that particular year. It will be effective against those strains and in some cases, a few closely related versions. It's not as effective against an unexpected strain or one that has mutated enough. their ability to mutate quickly is one of the reasons that it is so difficult to come up with a "cure-all" for viruses.
