we have a room in work which is 15 foot high the stepladder goes to 13 foot and i really have to stretch. plus i have high blood pressure.

sorry 16 foot high roon 12.5 foot ladder.
Answers:
Providing that the ladder is of safe construction and that there is somebody on bottom of ladder for safety, then you should make sure that you can do what you have got to do without stretching.
If any of the above is not right then you have the right to refuse to do task.
If whoever asked you says you have got to do it then tell them to ask you in writing, that they are asking you to break health and safety rules.
I bet you then they will then change their mind.
