Free medical consultation service Menifee, California? (maybe by phone)?

Hi, I have a skin problem (red spots on my legs) but I've just arrived into USA and don't have medical insurance yet (and cost of treatment is too expensive for me to afford)... Is there a service nearby or in Menifee, California where I can ask a question about this problem and get an answer free of charge or virtually free of charge?

If it is a phone service somewhere in the USA that will also do. Please, help me! =(

There is a low cost, maybe free but I'm not sure, clinic in Temecula. It's off Ynez near the court and library, behind Taco Bell.
