Dandruff is a relatively rare complaint and not a very nice one, most people suffer with a bit of flaking of the skin on the scalp but this is normal and NOT dandruff, which is a con by shampoo makers to sell their product. As for bald people, it is unlikely they will suffer with either on the bare patches, but of course the hairy bits left over the ears can be infected.
