Answers:

If you are in the UK, we have the Health and Safety at Work Act of 1974, (HASWA) this emposes duties on employer's to ensure health, safety and welfare of all it's employee's, and those who may be effected by what they do, ( in health and social care, that means your service user). Employers have a legal obligation under this act to ensure all staff are trained appropriatley to carry out their job safely, this in turn ensures health safety and welfare of service users. The act also emposes duties on employees to follow training guidance, use control measures ( gloves and aprons to prevent cross infection) and it is the employee's responsibility to read and understand the companies policies and procedures.

I could go on and on, but that should give you some help.
I gather you are doing your NVQ in Health and Social Care, GOOD LUCK
