with so many people complaining of stomach problems and being sent for blood work it makes no sense that they not do this test also at the same

It makes perfect sense. EVERY test has a false positive rate.
If you test EVERY person, then you'll :
1) incur extra costs
2) have a lot of false positives
3) end up with asymptomatic patients given medicine for have bacteria that are causing a problem
