I wouldn't use the term 'high' to mean 'drunk'. If you blurt out in a pub that 'you're so high' people are likely to harass you for drugs or call the police...
Basically, drunkeness is gradual. You take a drink, and you feel a little light-headed/giggly whatever, you have a few more and you become less in control and aware of your actions, until you get to the point where you start to do stupid stuff and argue with people because you're not really in control. Then you black out if you drink enough...
Most of the time, while drunk, people often go into great denial over the fact they are drunk.

When you're a crack addict, taking psychedelics like 'X', marijuana, when you became overwhelmed by bliss around you, excessive amount of alcoholics and booze, and the like.
You will know when you were drunk the night before when you regret all of the decisions you made the night before. You could wake up in jail... or worse yet next to a person that, the night before looked like a real knock out, but in the morning might resemble something you scraped off the bottom of your shoe. Don't let this happen to you.
