it is probably broken. the bones in feet are very small and thin and breaking 1 usually means breaking at least 5. two stories to back my opinion:

my best friend tripped on her vacuum hose and didn't even hurt herself. she carried on with her life and several months later was having pain walking. her doctor found 9 broken bones in the top of her foot, most likely from when she tripped.

my mom was having bone spurs fixed in her right foot. before the surgery, they do xrays on other foot for comparative reasons. the big toe joint in her left foot was broken. she had NO idea when or where that could've happened and it had never bothered her.

both of those are unusual cases, though. i broke my finger falling and it was almost triple its size before i even got my glove off. breaking a bone, oddly enough, doesn't hurt as much as a sprain and usually swells immediately. give your mom some xtra strength tylenol and take her in for an xray. they'll probably wrap her foot and give her a walking boot and have her stay off the foot as much as possible.

i think RICE is Rest, Ice, Compress and Elevate. it's as good as anything else if she won't go to the doctor, but add some tylenol to make her comfortable

there are a lot of bones in your foot/ankle area she could easily have broken one

Take her to a hospital.

RICE = Rest, Ice, Compress, Elevate

Treatment of a sprains and strains is often accomplished with the "RICE" method. If you are unsure of the severity of your sprain or strain, talk to your doctor before beginning any treatment or rehab. The following is an explanation of the RICE method of treatment for sprains and strains:
Rest:
The first 24-48 hours after the injury is considered a critical treatment period and activities need to be curtailed. Gradually use the injured extremity as much as tolerated, by try to avoid any activities that cause pain. Often using a splint, sling, or crutches is necessary to adequately rest the injured body part.

Ice:
For the first 48 hours post-injury, ice the sprain or strain 20 minutes at a time every 3-4 hours. The ice pack can be a bag of frozen vegetables (peas or corn), allowing you to be able to re-use the bag.

Another popular treatment method is to fill paper cups with water then freeze the cup. Use the frozen cube like an ice cream cone, peeling away paper as the ice melts. Do NOT ice a sprain or strain for more than 20 minutes at a time!! You will not be helping heal the injury any faster, and you can cause damage to the tissues! Learn how to ice an injury here...

Compression:
Use compression when elevating a sprain or strain in early treatment. Using an Ace bandage, wrap the area overlapping the elastic wrap by one-half of the width of the wrap. The wrap should be snug, but not cutting off circulation to the extremity. So, if your fingers or toes become cold, blue, or tingle, re-wrap!

Elevate:
Keep your sprain or strain as best possible--try to get it higher than your heart if possible. Elevate at night by placing pillows under your arm or leg.

I would encourage to tell your mom to go to the emergency room as quickly as possible.

why ask random people on yahoo! answers??
she needs to go to a doctor and find out...NOW.
seriously. go.

alternate warm and cold compesses and keep foot elevated on pillow as much as possible, soak in epsom salt...

Rest
Ice
Compression (wrap it)
Elevation

Ibuprofin (advil) might help -- it relieves swelling.

It's very possible she just sprained or pulled a ligament or tendon on the top of her foot. RICE is great. If in 24 hours it's not significantly better, I would go to the doctor.

Keeping off it is good.

RICE= rest, ice, compression, elevate
Yes she could have broken somethinmg and needs an xray to br sure...GL.

Ummm... I dont know if your referring to a RICE that i know.
R- Raise (the affected area)
I - Ice
C -Compression (the bleeding area)
E - Elevation

I think this Rice that i know is often used in accidents that are with regards to bleeding...

But you can use compression or ice to relaive the pain.. Check if she has sprain on her foot if not there may be some ligaments that got in the way that cause it to swell. If it got severe don't hesitate to bring her to a doctor it would help a lot than letting her suffer the pain.

Its actually RICER now.
R=Rest Make sure she keeps off it as much as possible moving it will increase the blood flow to her foot and that's not a good thing.
I=Ice Put an ice pack on the injury for about 15 every two hours this will decrease swelling and pain.
C=Compression apply a firm, elastic, non-adhesive bandage this will also decrease swelling
E=Elevation elevate the injured part above the level of the heart as this will decrease swelling and pain
R=Referral refer to an doctor for definitive diagnosis if it doesn't get better
This should be done for 48- 72 hours
there is also another saying which is no HARM
noH=Heat.
A=Alcohol
R=Running
M=Massage
If she does any of these things it will most likely increase swelling and pain and make it worse.

it could be anywhere from turning or rolling her ankle, to a sprain... sprain would hurty pretty good, it depends on how much pain she's in.. ankles can be very shitty, i would definitely get it checked out, at least for a prognosis, to find out how bad a sprain it is, and to know how long to sit out. i sprain my ankles every once in a while, and they're a pain. just try to stay off it as much as possible.

RICE:
Rest
Ice
Compress
Elevate
