Are blood pressure and pulse related?!

They are. In your case you could be slightly dehydrated all the time. There could be other problems, or it could be normal for you. Sometimes thats just the way peoples bodies work. Talk to your doctor about it, but if you feel ok don't worry too much.
Its only a real issue if you have a bp below 80 systolic or an exceptionally high heart rate like over 105 or so consistantly.
