The device you refer to sounds like a TENS (Transcutaneous Electrical Nerve Stimulator) machine, a google product search for TENS machine will provide you with multiple results for these devices, you may also find them located at a number of high street and community drug stores/pharmacies which would of course save you waiting around for shipping.
I don't know what type of back machine you are looking for but if you get a back inversion table be very careful. You cannot use one of these if you have high blood pressure or other medical conditions.
You may want to start with some simple stretching exercises but you want to make sure you do not agitate an injury you may have.
Not knowing your condition....if it ever gets severe enough for surgery, try spinal decompression first. My mother is currently taking treatments for herniated discs and it seems to be working. No surgery or drugs are used. It is really a sophisticated form of traction. Good luck!
