Can't say for sure. Try putting neosporin or polysporin or something like that on it. If it doesn't clear up in a few days, check with a doctor - could be viral, or antibiotic-resistant (which would be very bad) bacterial.
its a bacterial infection, if you have swelling that lasts more than a week with brownish pus. if its just red, puffy and itchy.. thats normal for the healing process. use some non-iodized sea salt mixed with warm water. it will generally help flush out the infection. whatever you do, do not put alchohol or peroxide on the ear.. its to harsh for that part of the body.
bacterial, she can leave the earring in and keep cleaning it with peroxide, as long as she doesn't develope a lump on or near that ear or neck. If it gets worse she needs to go to the dr. This is just an opinion.
