It's an old folk remedy, and yes it does work for small cuts. Sugar forms a paste when it hits liquid, and the chains of glucose help clotting agents stick together a little quicker. It's also a mild disinfectant, and helps prevent infection. There are a lot of those type remedies around. For larger cuts, folks used to grab spider web as well- minus the spider of course- Still, the easiest way to control bleeding is with direct pressure on the wound itself, elevating the cut above the heart to decrease blood supply to the area. Running around bleeding while you look for the sugar bowl would be a waste of valuable time.
