chapped lips is the first sign of dehydration Drink lots of water (i know it sounds like it won't work quickly but you will be surprised, I was severly dehydrated when i was sick and they put me on IV at the hospital to get my fluids up, after i was finished on the IV my lips were no longer chapped) and use vaseline and you should be good to go :)
if you have dried up dead skin stuck to your lips then put on lots of vaseline and allow it to soak in for awile then use a soft toothbrush to "scrub" away the dead skin (i know sounds gross but it works)
Vaseline works well. Use it at night before bed, and in the morning.

I know this sounds really weird, but diaper rash cream works extremely well. Just smear it all over your lips and it will start working within the first hours.
