try rubbing them with a body scrub nightly.you could even use olive oil and sugar mixed.scrub scrub scrub.then keep them moisturized.

When you shower use a pumice stone on them. If that doesn't work go to MD or dermatologist. Are they callused?

To be honest, some peoples pigment is darker in those areas. But if its due to dry skin, like my darker elbows and knees were...(I started about 8 years ago apply lotion daily ) apply lotion daily and I mean daily, within a month mine was gone.
