must be very very quick, if only one is cut, apply direct pressure to the spot just above the cut. The other jugular vein on the other side of the body will handle the blood getting back to the heart. Immediate surgery is called for at this point. If a clamp is available and you know how to use is, use it. If both veins are cut. The person can bleed out most likely bleed out before anyone can help them.
Apply pressure to the wound, basically squeeze the vein closed until someone can repair it.
You stop the bleeding with direct pressure.
Tell someone to call 9-1-1 as you apply direct pressure to the site of the injury. Try to keep the victim calm and comfortable and reassure him that help is on the way. Let him know that he is not alone. (It must be very frightening to die, thinking you are alone.) Exsanguination WILL occur within a matter of minutes.
