Are you HIGH get off the Internet and call 911 to get your brother some help. You are waisting time asking us what to do. We can't come through the computer to help him. AND DO NOT MOVE HIM YOURSELF you can make it worst. This happen to my uncle after he fell off the porch, he was moved and his neck was broken. He was paralyzed from the move. So call a professional for help ASAP.
