What is the best way to get back onto a better sleeping schedule?!

Question: I'm having such trouble sleeping at night, I just lay in bed for hours and hours and when I eventually fall asleep, I have been waking up 2-5 hours later and still very tired. It is now 11:00 AM. I woke up at 4 AM. Went to bed 11:30ish. The day before, I also hardly slept at all. Anyway, the reason I am asking this is because it's now 11:00 AM and I am so tired I feel like I could sleep, BUT if I do sleep, my sleeping schedule is still completely screwed up because I will wake up sometime late and not be able to sleep at night again. I can't take a short nap because for one reason or another, the short nap turns into a complete night of sleep (in the middle of the day) and when I wake up from a nap I'm pissed because since it takes me so long to fall asleep, I don't want to be woke up when I finally do achieve it. Should I just fight off the sleep until a decent time that I feel if I fall asleep at, I can sleep the whole night. Like maybe 6 or 7pm (or after nascar).

I think it makes sense to wait to sleep until an acceptable time. Sometimes, when I find I've completely wrecked my sleep cycle, I simply skip a night's sleep, and then bear with it the next day, and go to sleep on time (or a little early) the next night. Then things seem to reset usually.
