Is it safe to plug your nose, blow to pop EARS open durning an ear infection??!
Question: NO! You will just spread the infection to other parts of your ear canal if your throat happens to be infected too and you might rupture an already inflamed eardrum. Use a decongestant, yes, it will help and try yawning. If you end up blowing, do it gently, please.

No. You can perforate your eardrum and then spend your life half deaf like my father did.

I have always been taught that it is not good and one can cause sever damage to the inner and or middle ear, specifically the ear drum and the nerves around it...
Would be a good one to verify with an E.N.T. Doctor...
I assume by "ear infection" you mean a middle ear infection (otitis media). A violent Valsalva (as you describe) with an otitis media could lead to a perforation of the tympanic membrane (ear drum), and is not recommended. With an otitis externa (infection in the canal), there would be no such concerns.
