How can I be tired and not be able to sleep?!

You may not be sleepy tired but depressed tired. Sounds strange. You could also be 'overtired'. Not being rested after sleep could be apnea.
Ok. You sound like about every person I know including myself.
When you are overtired (cant seem to get enough energy to make it to the bed and want to sleep right where you sit or you are laying in bed and your brain just wont quit going over things) your body will eventually go to its reserves of energy. Unfortunately it isnt the fat that is burned first, its the muscle. So, take a short nap where you sit and then later just move to the bed. Or. Take a nice long hot shower or bath to relax the muscles and then try sleeping. Warm milk or decaf tea usually work also. This also helps to make the brain shut up.
Not feeling rested after a lot of sleep vs. too little sleep but feeling rested. You are not actually feeling rested. It is that when you have 'too much' sleep it is generally going to be a night when you dont have to do something right away the next day so your body is telling you to get more sleep. (I always listen when I am told to get more sleep). You feel rested without enough sleep generally because you have some responsibility that must be taken care of that day.
The other possibility is that you could have sleep apnea. This has to be diagnosed with a sleep clinic but generally it means you stop breathing several times during the night. It can lead to heart disease, high blood pressure, mental deficiencies (trouble concentrating, depression, anxiety, etc). Keep track of how many hours you sleep each night and how you feel when you wake up. **Try going to sleep at the same time every night and waking up at the same time every day (including weekends and days off). This does 2 things: trains your body to 'shut off' at a certain hour and helps your sleep diary to be accurate.
If after 2 weeks of keeping your diary you still are not feeling rested after sufficient sleep, see a doctor and ask about a sleep clinic. Save your life, go to sleep.
*If you are having trouble falling asleep because your brain wont "shut up" (keep thinking over the day) tell your doctor. There is a medication that will help you get to sleep because it allows your brain to shut down.

You may be overtired & unable to sleep & you may get more sleep than your body needs, which leaves you tired.

well, first of all you may be lacking melatonin, this is a hormone agent released into ur body system that helps you sleep, you can also buy melatonin over counter, its a supplement that aides with insomnia...sorry, I can't help with the other situation, I'm not too sure about that but I feel like that also when I get too much sleep......

because one part of the brain can be in an excited state which prevents sleep. In these cases a person needs to look at:
1. how much time they spend in the sunlight (you need an hour or more a day to help with the "sleeping hormone")
2. what his/her diet consists of (additives, preservatives, pesticides and herbicides are toxic; toxins can cause sleep issues)
3. what medications could be causing this (acquire a list of side-effects for all medications you're on and seek to find if there are any adverse interactions from multiple medication)
4. sleep/wake cycle (6-8 hrs is ideal; 10pm-6am thru 12am-8am is ideal)
5. when are you eating (don't eat within the last 5 waking hours)
