Question: and wy do we pull them when we kno we shouldnt. may years ago i had a ho date an my lips looked sooo baaad so i had the craazy idea of puting sticky tape on em a ripping it off. ye yo can im agien te scene, i didnt go out for days.

There is not enough moisture in the air (house, outside) to keep the lips moist. Hence, they dry and the dried dead skin is what you get. Solution: humidifier in the house (bedroom) or a moist climate or lip balm applied regularly.
they are chapped or windburned or you have had a cold that dryed them out try some chap stick it will really help
