I have a medical problem with flashing lights. how can I get rid of a flashing a!

You don't say what browser your using, probably IE which allows pop-up even when told not to. Switch to Firefox.

Or writing to the producer and saying it is causing or contributing to health problems

Is it particular adverts or TV in general. if it is particular adverts then probably nothing,But i have been told that the newer HD TV's specifically the true 1080p the progressive ones ,(not the 1080i interlaced ones) flicker so little that they can have little or no effect on people with that kind of problem. If that is true or not i do not really know but it may be worth looking into it a bit further
The TV companies usually put out a warning before anything is shown with flashing lights or flash photography in it, so that people, like yourself, can leave the room and not watch them, therefore preventing seizures.
I suggest you don't watch them.
It could be from your cell phone or cordless phone (if you have one) or area cell phone masts. Does it happen with fluorescent lights, too? These frequencies can cause blood vessels in the brain to rupture and a host of symptoms, including seizures. I have electrosensitivity myself.
