Answers:
he probably has a fungus,go to poditrist and he can give him something!.!.!.he might soak in peroxide and water,,,can't hurt and it will take the smell out and it is also an antibiotic!. So,could help the fungus!. But he needs to do this everytime he takes his shoes off!.!.!.and air his shoes out!.Put them out in the sunshine, will kill bacteria in them!.Always make sure feet or dried after soak or shower!.!.!.put the foot powder in the shoes!.!.!.and I would suggest getting the antibacterial socks, and get new shoes!.!.with air holes!.!.!.so his feet can breath!.Www@Answer-Health@Com

He's going to need to see the doctor to get this healed because you don't know if it's fungal or bacterial but he can prevent it in the future by not wearing the same pair of shoes two days in a row, always letting them air dry before putting them back on!. If his feet sweat a lot he needs to change socks a couple times a day, use an antisceptic powder and just taking good care of his feet!. These things can be contagious so I hope he wears something on his feet when he showers or you douse the shower with bleach when he gets out!. He needs to make a habit of wearing some kind of washable sandals like cheap flip flops around the house, something so that his feet are exposed to air but he isn't going barefoot!.
EDIT
If going to the doctor is out I'd assume it's fungal first and treat it with an anti fungal like Tinactin!. If after some time it doesn't improve then begin to treat with anti bacterialsWww@Answer-Health@Com

he probably has some serious athletes foot, he needs to walk around in some sort or sandles or flip flops to let his feet dry, if its constantly moist the skin is just gonna get raw!. but make sure he doesnt walk around the house barefoot because of bacteria on the feet, also buy some anti bacteria/fungle ointment, happened to me many years ago like this, it really sux, but i got it because i would never walk around barefoot and sometimes would come home from work dead tired and would sleep with my shoes on, i guess the lack of ventilation and constant moisture caused this, took about a week or so to get better!.!.!.!.ooh wait i would also suggest buyin new shoesWww@Answer-Health@Com

I would check with a Dr!. about this!. I had a lot of problems with too much moisture in my feet when I was a teenager and had similar problems!.

You did not say, but let me also recommend the moisture absorbing pads for the shoes, tooWww@Answer-Health@Com

Make an appointment with a podiatrist!. They have treatments for his condition!.Www@Answer-Health@Com
