The best answer is A!. But it depends on which antiseptic you use!. Isopropyl ("rubbing") alcohol, for example, will kill bacteria (and viruses, and fungi, and almost anything else), but it will probably also stop the bleeding too (in addition to stinging really badly!)!. I prefer peroxide, which doesn't sting too badly, but I guess other doctors will also have their opinions too!.

Having said all that, for most minor scrapes, antiseptic isn't even really necessary!. Just wash the wound with soap and water, make sure all the dirt is out of there, and cover with a clean dressing (band-aid type, perhaps) of the appropriate size!. A little Neosporin sometimes helps though!.

If you have trouble stopping the bleeding, direct pressure with a gauze pad (or any soft, clean cloth) usually works if you keep it up for a couple of minutes!. If that still doesn't stop it, get to a doctor!. Applying a tourniquet is NOT advisable for minor scrapes!.

The best thing you can do to keep a wound clean, is to change the dressing frequently (but not more than 3 times/day), wash it with soap and water, and pat it dry before applying Neosporin (a fresh dressing every time, please!)!. If, however, the redness and swelling get worse over the next day or two, or if there's pus, or you have a fever, see a doctor!. It may be infected, and require further treatment!. If it is, don't feel bad about not using enough antiseptic, since that usually doesn't make that much difference!. Sometimes, despite a doctor's best efforts, a wound gets infected anyway--just ask any surgeon, wound infections are the bane of their lives!.

As for the swelling, keeping the knee elevated and using cold compresses may help!. Rest and keeping weight off the knee is vital!. Over-the-counter pain relievers may also help!.
