This happend to my mom!. She was diagnosed with bells-palsey!.!. but it turned out that the numb side of her face was actually Multiple sclerosis (MS)!.
Your neighbor should go to the ER now!. He/She could be having a stroke, or it could be bells palsey or even MS!. Get it checked now!Www@Answer-Health@Com

if he had a stroke anytime in his lifetime, the left side of the persons face has no way to control it!. ask him if he had a stroke, maybe without even knowing, otherwise, this is SERIOUS! take him to the doctors!!!!!!!!!!!! Www@Answer-Health@Com
Most common would be Bell's Palsy (a cranial nerve paralysis--7th) other could be a stroke!. In any case your neighbor needs to be seen by a doc--treatment needs to be started fairly quickly to avoid complications!.Www@Answer-Health@Com
