No it's not HIV, it's a bruise from the IV, it is common and will turn all kinds of colors as it heals just like a normal bruise!. It doesn't hurt because there wasn't something hitting you, like when you run into a table or something!. The needles they use in the hospitals to start IV's are one time use only items and cannot be reused, and they are sterile!. Www@Answer-Health@Com

No it's almost impossible to contract hiv that way as the needle they would have used would have been sterile!.
I had an iv in my wrist about a month ago and after a few days the bruise got really big until it eventually started going down, it took two weeks to disappear completely!. So it's nothing to worry about!. Of course if you get really freaked out, see a doctor but it sounds like what I had which wasn't an issue!.
