I don't think that's the case. It reminds me of when they were showing me how tilted my hips were and the only thing wrong was I had tight muscles in my back that kept pulling it that way and they were trying to fix it by doing the bones, this was a chiropractor. Once I got my muscles taken care of instead everything went back to where it belonged and I think you can have that problem with your back as well so things won't look or work as they are intended. Freeing up your back muscles will take a tilt out of your hips and let you walk more upright again. Here's how to free up your back muscles so that will be possible:
Back:
(do from a sitting position)
Place your left hand on your left leg next to your body. Place your right hand over your left shoulder, fingers over the back and the palm in the front and firmly pull down on them and hold. After 30 seconds slowly lower your body forward and to the outside of your left leg, keeping your left arm fairly straight as you do. When you reach your lap remain there for another 10 seconds, release the pressure but rest there for another 30 seconds. Then reverse your hand positions and do your right side.
For best results relax your body first by taking a deep breath and exhaling then remain this relaxed.

Most peoples legs one is bigger than the other although yours sounds like its extremely bigger than another how old are you? sometimes one leg can grow faster than the other you. if you are older than 18 you should go check with your doctor maybe you stunted your growth on one leg.

If one leg is longer than the other-which isn't so unusual- you can see a Podiatrist-foot Dr-and they can make special lifts for your shoes . This will allow you to walk better which you need as without them this can lead to back problems & foot problems.
