it is not a bruise based on an impact, but it is the early stages of frozen tissue. That happens, when the cold temperature is applied for too long to the same spot. In essence, skin and deeper underlaying tissue is starting to freeze which also causes the blood in some of the very fine and thin capillaries to freeze. This can cause bursting of those small capillaries and the blood will 'spill' like it does in a bruise.
So in essence, you have applied the ice for too long and have started to freeze the skin tissue. Continuing to do that can lead to further skin and tissue damage. Be careful and if the bruising does get worse after removing the ice, consult a doctor.
