my mother recently went to the hospital and got the tube in the arm for when they need to put medication or iv in and shes been home for a day now and there is a lump under the skin where it was is that normal?

Well, an iv can cause bruising and pain for several days. it may have caused an irritation that led to the bump. I would call the hospital and ask to talk to a nurse. They should be able to answer that over the phone without seeing your mom.
