It's most likely a combination of dandruff and psoriasis (a flaky skin condition caused by an overgrowth of a fungus). The white and red "things" you see are dead skin cells. Several methods exist for treating this problem, although there is no permanent cure as of right now. A natural way to alleviate a flaky scalp is to buy pure tea tree oil, add two-four drops of it to your regular shampoo (mix well), massage the shampoo plus tea tree oil onto scalp, and leave on for five minutes. Tea tree oil inhibits enzymes in the fungus that causes psoriasis. Tea tree oil, like most essential oils, is capable of penetrating subcutaneous levels of your skin when left on the treated area for a few minutes. Pure tea tree oil should not be applied in large quantities on skin as it may burn and cause an allergic reaction. Several shampoos exist that already have tea tree oil as its main ingredient (these are useful for getting rid of the flakiness, but these shampoos tend to dry out hair with prolonged use). You can also use tar shamoo or tar soap, just make sure to follow the instructions on the product label. Head and Shoulders has a medicated shampoo with selenium sulfide which also battles dandruff and psoriasis. Look for shampoos that contain selenium sulfide. Some beauty salons also sell concentrated scalp treatments that are usually applied once a month to keep the scalp healthy. I suggest using shampoos that do not contain sodium laurel or laureth sulfate because these surfacants further irritate and dry the skin. Dandruff can worsen when the air is more dry (in states like Arizona or during winter months when humidity is low). If commercial products do not work for you, go to a dermatologist for a more concentrated prescribed medication. Hope you feel better.

dealt with this problem myself, future doctor.

Probably dry skin on your scalp. Basically dandruff. As for the little red thing - probably when you scratch your head you cut yourself a little bit and the blood dries so the next time you scratch you scratch the dry blood off.
