True what everyone above said. If you live in CA (Los Angeles County only) you can call 211 from any phone, and they will get you/mom the help she needs with no money/no insurance. Just 211 and that's it, but CA/LA County only.
Other than that, you can go to your local/nearest county facility/hospital, and they will also help with little/no money/no insurance.

it all depends, a general practitioner can charge $50 to $100 for an office visit.
I would call different doctors office , get a price, some do take payment arrangements
