I swear by this:
take a shower, then immediately after when your lips are all moist, take a towel and rub off all the dead skin. (you can also use an exfoliator, although the shower thing works better for me)
This will take away most of the chapped, but then i would put on vaseline overnight. if you don't have vaseline use really any moisturizer like a lotion or even olive oil
Leave on petroleum jelly overnight. You'll wake up having soft, supple lips. I swear by this.

You need a load of fresh skeet on your face and lips.
Try some olive oil. I put olive oil on my lips when I have no lip balm on hand
Take some moisturizer and put it on your lips OR get some vaseline

do you have any petrolem jelly? That could work too.
Put some Vaseline on it. Or find some chap stick
