He was in hard cast from 10/3 til 11/20.. no phsyical therapy. Just exercises that he did on his own. It broke right aboe the ankle and then about 3 inches above that(2 breaks)

Answers:

Did he have physical therapy after the bones healed? Which end of the bones did he fracture? If he did not rehab the leg correctly or at all then it is perfectly normal to have problems and he will continue to have problems until the biomechanics are fixed. With an injury like this the joints stiffen and muscles get weak and this is not corrected all by itself.

Addition: What happens at the distal ends of the tibia/fibula is that the bones have to seperate some to allow the bone in the foot to move in between them when he moves his foot up and down...I am willing to bet that those bones are very tight and not allowing this to happen (this happens in nearly all patients with this type of injury). This deficit is affecting the way he walks and therefore places increased stress on areas that are not designed to have so much stress on them. I again strongly recommend that he go to see a physical therapist. Good luck.
