Does massaging help the circulation in the legs.?

Depending on why you have bad circulation it may help. There are certain conditions that a therapist cannot massage if certain things are going on. Massage moves blood and lymph through the body and opens muscles to receive fresh blood flow. It also caused toxins to be pushed out of the muscles. If you are diabetic or something along those lines a massage should be fine, but check with your doctor to see why you have bad circulation in the first place, if there are "contraindictions" for a massage then you definately do not want to get one. If you already know why you have bad circulation then call a massage therapist and ask them if you are even able to get a massage.
