I know i am probably an idiot but my mom said i didn't have to, so should i wash where my cat scratched me? it is bleeding

Should you? Yeah, probably.
Cats, for as much as they groom themselves, still carry diseases. I'm not going to bother to list them, but they're a couple. Not to mention the potential for infection with any one of billions of germs already crawling on your skin and the atmosphere.
It's always a good idea to wash your hands often... especially after something breaks the skin. But I personally, wouldn't bother.
It's up to you. There's a high probability you'll be fine either way you chose. But yes, you "should" wash it.
