How and where do I challenge the California board for LVN?

I am a hospital corpsman who's worked over 1 year in a care giving ward (Neonatal ICU). Under state law, it says that I can challenge the board to be an LVN. Does anyone know how and where I can go to do this? I currently am stationed in San Diego, CA. Thanks!
