Is there a connection between hard to find veins and not drinking enough water?!

I was donating blood to the Red Cross today, and they had a hard time finding a good vein. I haven't been good about drinking enough water lately during the winter and had only eaten a Fiber One bar. Is there a connection between hydration and blood circulation? I'm just assuming since they tell you to double your water intake the days after.
