The organs in your body need oxygen in order to function. The bloodstream carries the oxygen.
The blood can " rush " to an organ that is overworked. This causes a lack of oxygen to other body parts.
So, after strenuous physical exercise, I imagine your pumping, overworked heart 'hogs' most of the blood.
The lack of blood with oxygen in it makes the muscles in your legs cramp up.
Same goes for people who think they can eat a big meal and then go swimming.
All the blood has gone to the stomach to aid in digestion. This leaves the legs and arm muscles starved for oxygen.
