Why are people mean? Even if she did want to bleach HER leg hair- which she doesn't- why now---it is HER perogative. Beauty is not an airbrushed women that looks like Barbie- you all need to get over it.
Onto the question... I would lokk online in a search or a beauty store (Sally's etc.) or just use Sun In and lay out- it might have a redish tint to it but it would work and you wouldn't be able to tell if the skin was a bit tan underneath. Also it would be cheap and application easily controlled (especially if it was in a tanning bed or the like.
