Well water bleaching systems...deadly?!

Well water bleaching systems...deadly?

My friend (who has history of being stupid) said that at the group home she works at they have a water bleaching system as they run off a well and cannot cook with or drink the water as it's deadly. We live in upstate NY (Syracuse) not backwood swamps of any kind. I find it hard to belive that in a government run home for mentally challenged they have to use bottled water to brush teeth, cook etc. Can someone just confirm that she's being dumb as usual...

Well, if the water is undrinkable it wouldn't be because of the chlorine. More likely it's because of something in the water to begin with. Being well water that could be anything from pesticide residues to arsenic- none of which would be affected by chlorination or safe to drink. Chlorine simply kills bacteria and forces viruses into a cyst state so the water is safe to drink. Chlorine is to make water safe from bacterial contamination, not metals, minereals or other chemicals. For those you would need a special filtration system, and in some cases the cost is prohibitive or the filters can't remove enough to make it safe. If this is the case, then until they can be provided with a source of piped in potable water, they would have no other choice but bottled water for all purposes where the water may be ingested. Given that this is home for mentally challenged individuals, that would pretty much mean all the water, as you would not even want to risk bathing them in it. She may not be the brightest bulb in the pack, but she may have at least part of the story right. It's not the chlorine though, it's something else in the water they can't get out.
