If I had more time to answer this I would ask my doctor. She treats me for free. I am assuming you don't want to go because of the expense? Or perhaps you don't like doctors. Or maybe it's just the delicate nature of the problem?
Either way, I don't know about the vinegar.
I DO however know that raw aloe vera works like magic. Take an aloe vera leaf(they are nto hard to fine, we even grow our own) and keep it by the toilet. Use it three or so times a day smearing the gell from inside the leaf on and around the effected area.
You can put it on the toilet paper or some sort of pad you use for cleaning.
