Yes, it has to be stitched. And you need some psychological evaluation so you don't do this again. Anyway it could get horribly infected if you don't get it stitched, but also, it will scar badly without proper care. You are scared to tell your mom but if you would open up and talk to her you wouldn't be in a situation where you would do something like this to start with. So talk to her now. She'll probably react in what looks like anger, but it is really fear and concern.
Yes, you need to go to the hospital. Any cut over 1/2 inch long and deep enough to see beyond the external layer of skin needs to be sutured closed. You need to get it taken care of NOW. There is a time-window of less than 24 hours from the time of injury until the point where suturing it closed will no longer be an option due to the risk of infection. So get to the hospital NOW.

Of course, why would your mom be mad. I did auto body repair for 45 years, and as long as my digits were not hanging by a piece of tissue, I would just wash with soap and water, put some disinfectant on it and wrap with either masking tape or duct tape and it would be mostly healed by the next day. I am not a doctor. If you saw fat and no muscle or tendons I wouldn't worry to much, just keep the area clean.
Tell your mom it was an accident and stop playing around with razor blades. Sounds like it's going to get infected, if it's already not. It also depends how deep it is.

If fat is protruding you should see a doctor. BTW, Fat is yellow, not white.
If you think it is really bad, you need to go somehow. If you are too afraid to tell your mom, get a friend or the bus to drive you. I am thirteen too, so I know how this works. I used to cut all the time on purpose, and even the little cuts got infected even when I was cleaning them properly. You should go. But a warning... they will ask you for your address and number. They will also ask you how it happened. If you think you might try to cut on purpose again, you should tell them the truth. You will probably go to a behavioral health hospital afterward. But don't tell the doctors how it happened if you are SURE it won't happen again!
