Question: Should you leave the loose skin or cut it off in cases of a round wound?
In a round (dirty) wounds that there is a layer of skin that has skinned off but is loose covering the wound opening, should it be kept in place to provide protection for the under skin, or be cut off (its not necrotic)?

Leave it alone. Never cut off a piece of skin from around a wound. Keep the area clean and dry. You can apply an antibiotic ointment then put a bandaid over the wound. Eventually it will come off on it's own.
I'm a nurse.
Trim off carefully. Was wound with hydrogen peroxide. Put Neosporin on it and bandage.
