My neighbours dog keeps barking from 5 am till 10 pm. Its owner is not cooperating.Where can I get a help?

We have been having the same problem, and the dog is driving me nuts. The owners are aware the dog is barking and causing stress to neighbours.
We contacted the local council and had to fill in a barking dog complaint diary, in which we had to put in dates, times and level of barking e.g constant, or sporadic. We also had then get other neighbours signatures, who may have been effected by the dogs barking.
We filled the diary in and tried to get the signatures etc. The owner was given two weeks to comply, by either buying a special barking dog collar or take it to dog training, and it had to be registered within the fortnight. Not surprisingly they ignored it so they were fined, close to $500.
The dog has settled a little, since the fine, but is still barking in the early hours of the morning, this morning it was 5am, so I spoke to the council again this morning to complain again.
So we are waiting to see what happens next.
What I suggest is talk to your neighbour, and then keep a record of dates and times etc. Do contact the relevant authority about the dog and get their advice too.
