You call 911 first UNLESS it's an infant or child, in which case you do 2 minutes of CPR first and then call 911. That's if you're trained in CPR. If you don't know what to do, just call 911. In your example, you are trained in CPR, so the first part applies.
"What does the 911 caller say if you do call 911 first if you know CPR already, wouldn't that delay the treatment (since they ask so many questions)?"
Best case scenario is you start CPR and someone else is there to call 911 while you start CPR. The 911 caller tells the dispatcher where they are and their phone number (this is what the dispatcher will ask for first) and then will ask you if the patient is breathing and a few others things about the situation. If there isn't another person around, you can tell them you're trained in CPR and they will probably remain on the phone anyway just to make sure everything is going alright. And as for delaying treatment, you have to think about the big picture. CPR is only a stepping stone to saving people. Defibrillation is what saves people. And from that point, advanced life support then plays a part. You would be delaying that treatment if you didn't call 911 first. You need to get an ambulance there as soon as possible. But again, it would work out better to just have someone else call 911 while you do CPR.
If you're uncertain about anything related to CPR, you cannot go wrong if you call 911 first and then just do compressions (Hands-Only CPR).

Do Not start CPR without calling 911. ok first you would call 911 so that they would be on their way then go back to the uconcious person and start CPR but DO NOT STOP until the paramedics arrive because you still maybe able to save their life
