A less expensive first step might be to try some new shoe inserts made by Dr. Scholl's, available at drug stores. They are a big step above the standard over-the-counter shoe inserts made by Scholl's in the past. They are far more expensive, but much better tailored to your feet.
Podiatrists make custom orthodics to fit in your shoes, but insurance rarely covers the cost and they can cost $300-500.00.
As a person with foot pain, I've found that as far as proper shoes go, I must spend a great deal of time trying on shoes until I find something somewhat comfortable. I then buy the shoes and try them out in my home on carpet for some time, to get a feel if this is a shoe that I can wear all day. This way, if not, I can return the shoes if they do not work since I did not put any scuff marks on them.
If you go with inserts, remember to keep that in mind when buying shoes to allow for room for the orthodic inserts.
Go and see a pediatrician and ask for their advice. Your local council may have one. Ask at your library if you are unsure.
