Could this be tetanus?
9 days ago I blacked out while drinking and when I woke the next day I had what looked like a staple wound. I didn't think anything of it at the time but tonight when I tryed to fall asleep I started getting muscle pains, like low voltage zaps of electricity in random spots. Also now my breathing is heavy and heart rate is upbut it could just be do to panic. The only thing is that I have not had any neck or jaw pain and my muscle pain is not severe just unusual.

It sounds like you might have have a infection in the area and you will need to see a doctor to make sure, especially when you had mention that you are having trouble breathing, so do this as soon as possible.
