Answers:

Shin splints. You need to have this affliction professionally diagnosed. All the good hearted people out there will tell you to ice this and wrap that but you may be doing more harm than good. I was in the military in the early 70's and force marching then was not unheard of, as it is today, and slowly through ignorance on my part i let the pain in my lower shins go unattended. Well it came time to graduate boot and as i was standing there waiting my turn to snap to (attention) i found that i could not move my legs, that's how bad the pain was. My Company (005 11th.batt.) and the entire Battalion went to Nam and i stayed state side in the infirmary for a month. Later, much later, i found my self stationed in Germany with daily hot packs and muscle relaxers to try and ease the pain. No dice. I was honorably discharged from the service 2 years 8 months (1976) after enlistment with chronic bilateral shin splints that i still receive treatment for as of this posting.
I tried to give you a time line of my experience with shinsplints so you won't make the same mistake i did. It may not sound like a big deal but when your fast approaching 60 and you can barely walk through Wal-Mart because of them, well then its time to get the lead out and get them checked A.S.A.P. Do the right thing, don't be a tough guy like me and spend the rest of your life trying to play catch up, it will not work. Here's hoping this helps you.
